I think what ES meant by you only get a limited number of shipments per game is this:
You can only get SO many EXP points from a player... in terms of, you must wait until you've accumulated points in order to receive shipments. If a player is doing well against you, you both are likely to receive "relatively" similar amounts of shipments. If you are walking all over a player, you'll only be able to reap so many exp points from them before you completely destroy them, so your EXP point boost will be short-lived.
Therefore, it seems acceptable to make the comment that you're only likely to get a limited amount of shipments a game.
However, take it a step further: Say your enemy has a better Deck than you. While the FREQUENCY of his shipments may not be more than you, his units might be better. However it seems that you get more EXP points for killing better units (based off of the videos), so if he doesn't use his better units well, and you slaughter them, his better units will work AGAINST him, because your shipments will come faster as you accumulate larger amounts of EXP points than him as you slaughter his "better" units.
Of course, that's all assuming I interpreted ES correctly. As I see it, your shipments are based on accumulating EXP... kinda like Favor in AOM, except that you must wait until you're full. If it's a balanced level of play, then the shipments are likely to come at similar times.
