If ES had made it so that a single unit was actually a small group of three to six with a total amount of health and damage, it wouldn't be much different from how it is now, but you'd have more men within a single unit. If the unit was composed of three men, then once the unit lost 33% health, one of the three men would fall. Lose 66% and you would be left with a single man.
The units can still be healed, but damage would still be taken as a percentage, for example: you have a unit with three men, you lose one so your unit has 66% health. Well, really the two men together have 100% health, so they couldn't be healed until the unit loses a percentage lower than that.
The unit as a whole could still have a similar amount of hitpoints and attack between the three men. The only difference is that it appears as if the battlefield is crawling with more men.
Obvious problems to this feature: More pixels = more lag.
What was the original point to making a pop limit? More pixels = more lag.
