I'll give some info for dutch. Their must have cards haven't changed as far as I can see. Maybe the 4 tower card is the only really nice card that is different from before.
700 wood/coin
1000 wood/coin
10 ruyters is an absolute must have card imo
9 skirmishers
4 towers
The others are mostly obvious like villies, banks, and factories.
I do not like to use ATP as dutch.
I've also been doing a FF (inspired by SM4RTAsS)with otto and there are lots of important cards there. Some of the main ones are:
Improved Explorer, this card is excellent for any civ that gets it in age 1 and has enough shipments for it.
700 coin
1000 wood/coin
1 TC wagon
ALL spahi cards, the 2 in age 3 are most important 8-11 spahi will stomp most any normal army
Janissary combat... this is the only way they are good enough to use anymore
Age 4 merc armies
Also, I don't use ATP with otto, for this strat anyway.
The other civ I play is brits, but they are very flexible card wise and you can go with just about any strategy you want with them.
