These are the ideas I have came up with for balancing the civs, these are predominantly for 1 vs 1, as it is difficult to balance civs for 1 vs 1 and team games. If you are going to flame me or contradict me at least think of reasons why my ideas wont work and try to improve or think of your own.

- Levy calls 8 minute men not 6
- Aging takes different times for each age (longer for fortress than colonial and longer for industrial than for fortress)
- British always start with 300 wood
- Ports get an extra settler
- Russia get villager cards
- instead of extra mercs germany get uhlans again like they're supposed to
- mercs cost their true value
- dutch can build 6 out of their 8 banks without cards (remove the first two cards)
- Cuirs dont get splash damage
- ottos get one less starting villie
- spanish get one less starting villie
