ES has always stated that they broke Home Cities levels into 3 tiers.

Until this patch the tiers made no difference in game play, but since QS now matchs based on Tiers I see a serious flaw.
How can a level 30 HC be in the same class as a level 60 HC?... The level 60 HC has 30 more cards, which are probably better then a level 30 HC.
I clearly understand that the level 30 HC can obtain 'key' cards since hitting level 25, however there are so many cards that just require too many prerequisit cards. I would say it takes 20+ levels to have the ability to get 'great' decks.
I've been noticing some matchup with me as a level 40 against level 90's, 30 against 70's...etc
I am looking for pros/cons on having a second tier, say tier 3 being 26-50, then tier 4 - 50+. IMO this seems much fairer.
