Just wondering what you guys think the best civ on water is and why.

Ports, Otto's, and Spain have mean fishing boat booms.
For the most part, full-up naval battles don't happen (at least at Captain-level), so many of the HC cards dealing with warship improvements, etc. don't come into play. Also, most people don't play Amazonia or Carribean which are the only maps you NEED a true navy. I suppose British have pretty strong naval HC cards and their rockets would own vs ships.
I think that dutch only NEED water. But they are not anything super on it.

Portuguese spanish otto dutch and i would add brit if you choose to it ........
The reasons have already been put out
But port can be the best because i you put Tc near the shore you can defend great portions of land from early ship attack until monitors show up
