25 card deck means including a few extra card for unit upgrades doesnt hurt anymore, wheres in aoe3 vanilla you really have to think twice before put in all 3 cav combat cards as french, or all 3 infantry combats as dutch, or all 3 rods upgrade cards as spanish.
TWC changed all upgrade cards from 10% to 15%, in contrast the standard RG upgrades, which cost a hefty 800 res, still gives only 10%.
in the end what you get is:
1, civs with RG can be weaker than civs without RG(german skirm vs dutch skrim),
2, civs with OP units become even more OP as that unit gets extra 30% upgrades from cards(french cuir and spanish rod),
3, civs used to compete with certain unit now can no longer compete because that unit is much weak without upgrades (russian muskts).
4, civs suppose to be good with some units still wont use them, civs that arent suppose to be the best with them actually uses them a lot (russian and otto grenadiers compared to british grenadiers)
5, some units are pretty weak for civs with no bonus with them, yet the civ that gets a bonus with them becomes OP (any top french, russian and port players make (exclude shipped ones)halbs on regular basis?)
suggestion:
RG upgrades change to + 15%
combat upgrade (+15% on both att/hp) for civs get the other 2 cards: hp and attack(15% each) should be + 10%
Socket Bayonet change to + 30%
Halbs speed change to 4.5, dutch halb speed card change to 10% boost for halbs and ruyter.
