The office of a Consul is termed a Consulate, and is usually subordinate to the state's main representation in that foreign country, nowadays usually an Embassy or High Commission usually in the capital city of the host nation.

If you must know, a consulate is smaller and less important than an embassy, and primarily serves to help citizens of their country who have gotten in trouble, either with the law or with a gang of hardened criminals.

Consular Offices are to help citizens in the country (mainly), while Embassies are the representation of that country in the hosted country.

If you're talking about the TWC building Embassy, and the future TAD building, the Consulate...

Then the first just trains Minor Native Units of the tribes that you're allied wiht. We don't have the full knowledge how the other one works, but basically it allows India, China and Japan to trade with an European nation so they get special bonuses, such as units or boosts.
