is it possible to transfer home cities from single player so they can work on multiplayer?

No. Your online home cities are stored on ESO servers. You can't use offline-created ones in online games.

Yes, for LAN and direct IP games.

No, not for ESO games.

it's really annoying having to level up home cities online in order to be able to get access to good cards...
Wish you were just given the whole deck to choose from when you begin.
But there are other topics discussing that..........
