Well all cultures practiced martial art, however I doubted TAD will include a "Kung Fu" fighter. Since people might find the idea offensive, and hand-to-hand combat is really the last resort of any warrior.
However, this could evolve into an tech that would boost the melee damage of Chinese units.

If you can reasonably figure out how they'd do siege damage to an iron clad ship, then sure, kung fu fighters wouldn't be the most outrageous thing.

Uhm, Judo units? What? Do you mean Jujitsu? Thats the art of the samurai. Martial arts are good for fighting, but usually not used in video games because they are used in close combat and only when entangled. Weaponry > Martial arts.
You will never see a samurai pound another samurai to the ground with Ogoshi and then call 3 other samurai to kill him. This was why it was created, but thats not good gameplay.

Kung Fu fighters should be an instant click upgrade to villagers with the transformation costing additional resources (50food/wood/gold). Asimilar to the villie transformation during a revolt, to a militia unit, but this would be single unit change. Stats for the transforation should auto-upgrade with the age of the civi.
