Smurfing (in this context) is creating a new account and using it for multiple internet personas. For example, you could create the smurf account, "Giskardrulz", and unless you specifically mentioned it nobody would know that Cholesterol and Giskardrulz were the same person. (I myself would give your smurf the traditional welcome and probably an award for good taste in forum name.)
This is perfectly acceptable as long as you don't use your smurf account(s) to break the CoC. For example, if on your your "Giskardrulz" account you heavily spammed, the moderators would permanently ban Giskardrulz and track the IP to you, where you would probably be given a warning for smurfspamming. You are also prohibited from creating a smurf account and using it while your main account is banned. For example, if Eicho created an "IloveGiskard" account and posted with it the moderators might pick it up and Eicho's ban would be extended.
