The problem is that all are equal.
Example:
The Iroquois are equal to the Aztecs, the Aztecs are the same as the Sioux, etc ...
The main problem is the buildings, not units, etc ...

You could say that Russian and German TC looks similar (in fact, it's the same art for the TC and most other buildings)
Same happens with Dutch, French and Brits. Or Ottoman, Spanish and Portuguese.
But Aztec, Iroq and Sioux TC and buildings look completely different from eachother.
