1. It's not you can't see games on TWC. There aren't any. Most player or use Nilla or TAD+TWC. Almost nobody uses TWC.
2. That's normal is just the theme the expansion has.
Anyway, regarding the sharing account question you have no risks. Accounts can be shared (me and my friends use account sharing a lot). Issues can happen when an account that you played with is reported as stolen. For example, if you stole an account and use it, you could get banned the other accounts you have used with the same copy of the game (it's the system they use to catch account stealers).
I can explain this with these two parameters:
Serial-Key: Owner key of a determined account. (XXXXX-XXXXX-XXXXX-XXXXX-XXXXX)
Product ID: Owner key of your copy of game. (11111-111-1111111-11111).
With your CD you got only a serial key and a product id. When you make account sharing you play with more serial keys from the same Product ID. This is allowed but, ESO just 'keeps in mind' you do it.
In past things where a bit differents: if someone made account sharing the both accounts got banned automatically taken as stealer and stolen (there had been a lot of complaints about this).
