The dragon isn't the only element in the flag, was I believe what Kor said. The white-green background is also a component.

That list is incredibly flawed, and misses out a fair few. Such as the Scottish flag, for one.

The Portuguese flag is also the product of conscutive adaptations made to a 10th century blue cross in white background. Such list, considering the evolution of vexillological standards, would be very hard to compile.
