Okay guys, a way to control the camera has been found and a nice tutorial is available at the link. This method is different and doesn't require changing the game.cfg file. The first link is to the Tsunami Studios site, you'll have to create an account to get access to the forum, and the link below that is the thread. The tutorial is in the scenario design general forum section.
Nice article, should help those who need to create cinematic in the time being.

Add a trigger with the effect “camera face unit”. Now playtest the scenario. What happens is when the camera face unit effect goes off, the camera pans its view from the camera start location we set, and will point toward the character. The more oblique we make the angle between our default character view and our camera start location, the more oblique the camera face unit angle will be. Here is the result I got when I playtested and launched the game.
I guess thats how ES did those annoying pans at the start of each scenario in their campiagn.

I think ES wont have used this method; they probably have tools and equipment to easily manouvre the camera, pitch included, they will probably include this in the AOE3 expansion, so we have a reason to go into the shops and buy it, a bit like they did with AOM.

I agree... ES would certainly have their own way of changing the camera pitch.
This way is very useful, thanks for finding it! I get frustrated with it though... loading a new scenario trying to get the camera the right distance from the unit to get the exact pitch I want... I think I'll just wait until a pitch editor is found. :P

The one thing I found about ES's cines (not the pre-rendered ones), is that they're really simple, and use only a very few, simple camera moves. Typically all the tools the developer uses to make their campaigns (sans the pre-rendered cines) are included in the editor, therefore I believe this is the way ES did it. Historically fans have always tried to push the limits of the editor, and at times the limitations of the vanilla content show themselves. Until tools are released or unless you guys want to wait a year until the xpack is released (and hopefully a pitch control is included) you have to let go past methods and adopt new ones.
