I'm considering trying to learn how to work with the AoE3 AIs. After searching, I'm still not very certain of the basic concepts. Any tips? Are there any good websites or guides I should know about?

IMHO I would only advise trying to learn how to work with the AoE3 AI if you enjoy it. AI programming is very complex even compared to RMS programming. With RMS you can usually see your results quickly by looking at the map and seeing if your forest(or whatever) is what you wanted and you can usually figure out what the parameters do. You can change a parameter and see what happens in minutes. With the AI you would have to spend lots of time just setting up the conditions you need in the game. Like seeing if your rush(or whatever) occured at the proper time and with the proper units, etc. It would take many hours just to get a rough idea what one command does. In this you cannot compete with the paid professionals. Any real improvements would most likey slow the game down much more. Small improvements wouldn't be noticed by most players. Comments welcomed.

I've learned some of the things that the AI has wrong with it, like constant gathering point shifting. I've looked through the AI files a bit and have also downloaded some other AIs. In the Draguer AI, for instance, I noticed a very good use of counters by the AI.

I'd like to think that I can improve on the AI in AoE3 and possibly make it competitive. To an extent, I think that most things would be better than the AI ES made...

I've looked through the guide, downloaded the Drageur AI(about a week ago), and have read through AI scripts. At the moment, I'm torn as to whether to pursue this further and start experimenting. While I liked AoE3, it's slowly been annoying me when I see ways the developers simply left things out (like changing factory for AI, or the Uhlan bug). I'm going to think and decide whether or not I want to commit time to this before I do anything else. Thanks for your input.
