when you do a TGA texture you must add it some numbers (Sorry, right noew I don't know which) to have something like this: Swedish_flag(1.4.5.6).tga

That is a little bit veird... I had a such problem with alpha layers... when I convert a ddt image with an alpha layer, the alpha layer don't work, and I have to make a new one. The only thing I can say is to exstract a flag from the bar. files, convert it and make it as you want... then convert it back... and not try to convert it back to tga again.
Oh... which Gimp version do you use?

GIMP should work. This is what you have to do. First get an existing flag and convert it to .tga. Change the texture and merge all the layers and then press Save, not Save as. Convert the flag back to .ddt without changing any of the digits in it's name. Anything before the digits can be renamed. Place the flag in the right spot, make sure the civ actually uses the flag and test it.
