Is there any way to have a building modify gather rates for units around it?
In this case, my idea is to have mining camps increase the gather rate for abstract mines in their vicinity (probably a range of about 5).

I'm not sure (never tried) - but since TWC a unit's aura is supported.
I could imagine to abuse this for buildings' influence on gather rates.
You need some modding experience though - it requires changes in the proto and tactics file.

Indeed. I have some experience (I created the Knights of St. John mod, which had around 450 downloads last time I checked), but the issue I was facing was not so much lack of experience as being unable to find an in-game model to base the code on.
I think I might have resolved the issue, though--the Indian wonder Karni Mata boosts nearby gathering, so I now know it is possible, and the proto/tactics code for Karni Mata should give me what I need to make my idea work.

Modding would be much better in this case.
Yes, Lante's suggestion would work. However I dislike hidden buildings like that because the player can still select it and if they do they'll wonder why it's there. Why would the British have an Indian Wonder right next to a mine (Speaking from a story view)?
As for solution two, the problem with that is that it would increase the rate for all villies, not just the ones nearby.
I only have vanilla so I don't know about unit auras. However if another, pre-built, unit has the feature then I don't see why you couldn't duplicate it.

Karni Mata increases gathering rates of only nearby villagers., not all of your villagers on the map, this is something I've been trying to think of how to do in my own mod.
