I read somewhere that the number of personality files you can select as AI opponents in skirmish is limited to 14, and that it's impossible to change.
This however is modding. And when you're modding, nothing is impossible. Out of reach (Granny modelling) or complicated (AI scripting), but never impossible.
I have indeed tried to make my own additional personality files for AI opponents, and have found the limit is 14 (AoE3TAD). I've succeeded in altering the existing personalities to use a custom civ, but I haven't been able to make the game recognize additional ones.
I've hunted through the UI files, the AI files, and some of the other data files, but I have not found the parameters that govern the number of personalities you can select, or a file which lists the specific file names of the existing personalities.
Has anyone else hunted for this and found an answer? If it's baked in to the exe, it's probably unreachable, but the WC and TAD expansions add selectable personality files, and I don't think they modify the core AoE3 exe file.
