If the game is only 23fps, should I still record it at 24fps?

Reducing the frame rate would reduce the file size, reduce the time to upload to YouTube, and reduce the required bandwidth to play on YouTube.

Actually, due to lag, the game time recorded was an 1 hour and 12 min but the video is an hour and 14 minutes long.
So the game has actually a 2.7% lower frame rate than the 24fps recorded and exported frame rate.
So the actual frame rate of the game is only 23fps.This desktop computer stats is:

Only recording at 23fps would reduce the file size and reduce the time to upload to YouTube, but I would think that that might actually make the video look slower.

If the actual game frame rate is 23fps, would recording at any higher frame rate than 23fps offer any benefit?
I will take every 2.7% lower bit rate I can get to make the video upload faster to YouTube. (Well, 2.7% lower frame rate, the bit rate drop might not be in a 1:1 ratio, because there may be more redunancies between frames the higher the frame rate.)
Well so between 23 fps and 24 fps isn't a very signifigant bit rate drop.
But between 24 fps and 30 fps is a signifigant bit rate drop.
So would there be no need for me to ever record at 30 fps when the game is only at 23 fps?
Mummy zombies on the Nile map is actually more historically accurate than tanks being destroyed by pikemen.

And this desktop computer is 3.8 GHZ dual core 8 GB (7.3 GB useable) CPU and 4 GB graphics PCI slot cards (2 GB each).
I set the game to be at 60fps.
So even this desktop computer can't handle 30fps in game while recording.
I never would have thought that a 2005 game would be this demanding to record in 2014 with a top-of-the-line consumer price box and cards ($600) desktop from 2013.
