Hi. I am relatively new to editing this game. I set in no limits on enemy units. After a while they seem to get stuck. Is there a way to increase the distance between buildings that the AI builds? Another solution might be to have more frequent attacks from them. How would I do this? Thanks for the help.
Also, I usually have unit totals of 10k or more per civ at the end of the game. During battles there are too many units just standing around. Is there a way to get them to just attack?

Is possible, in AI Code.
Building area: 3.0 up 5.0, 6.0
Works for building placement
AI units, standing around, do so if attack-move is on, so, AI defense army 25% down 10%, num/4 = defense up num/6 = defense.
16% of pop space, thus, less lagg time.
Also use Cannon/Factories/Helot AI for more info.

That last one I didn't know about. I use Attackraid, btoffensedefense, btoffense, etc. with 0.2, 0.5 bonus multipliers.
Basically you can change AI boom policy by adding more units to start with, adding 0.80 to economics, (80, wood priorities, 77, fish priorities), or OffenseDefense 0.5 for intermediate Offense and Defense.
You may have to change the dependencies for Plantations and Mills which are set to 3.0 and 8.0 I believe.
