the hand attack of the chinese monk has a statistic called hit percent, found in protoy.xml:

this is an onhit effect called critical attack, which found on the base monk. in colonial, another on hit effect for making disciples is added in techtreey.xml

you can change the hit percent of onhit effects, and you can also change the area/damage/cap of all onhit effects directly in protoy, through custom techs if u want it researched, or through each civs age0 tech that will auto research at the beggining of a game. in the techtreey.xml. you can add as many on hit effects to a units actions as you want, such as giving divine strike/critical strike and stun to the japanese monk sabaotoge action, which gives it a chance to crit/execute/stun buildings, and if made an aoe, do the same for all units near it.
i had a mod that had monks and disciples running around with 50% divine strike/4x crits/convert on all their actions, was tons of fun.
