Can you get a new ID when doing this? As one CD key per ID? So is that CD-key stored on the ESO server and their is no hope?
IF it works: Does reinstalling, change a file value and relays it to the ESO server? If that is the case You should be able to change this value on your system and have a new account.
IF no good - Otherwise, buy the game used, and the previous owner was grunt, gl in multiplayer games hehe

You only get one ID per CD key. Re-installing won't do anything but waste a lot of your time.
As for buying the game used, unless the seller told you his ID and pass, you'd be SOL.
The only way you could play online is if the seller never played online before, or gave you his name/pass.

Theres a file in your AOE3 program file with all your login details, like a component file that ESO accesses, delete that, might make a difference? The game wouldnt be able to find the file and therefore ask you to make a login automatically.

Your account is stored on their servers, not in any file on your computer (unless you also pressed Remember Password). This is why you can log in from different computers and play on the same account. I don't think there's any way of changing it except buying a new game.
