Ya.
Halberdier: 3x bonus vs cav as well really
Halberdier: much better attack
Halberdier: more HP
Halberdier: don't stand still so tend to not get damaged by Artillery that much
Halberdier: can easily be ordered to quickly take out Artillery and even Light Infantry if need be
Halberdier: great siege damage
Halberdier: can be upgraded with many other cards
Halberdier: tough enough to take on cavalry that even Musketeers die against, like Lancer and Cuirassier
The thing is: both units have different roles.
Musketeers are a more aggressive unit, being able to do damage at range (a great advantage, I'll admit). But on the defensive, they are nowhere near as good: cannot stop cav charges as well, are ripped apart by Artillery.
Halberdiers are not meant to attack with, but to stop cavalry and melee infantry attacking your ranged stuff and they do that very well. They are however one of the best melee combat units, cutting through anything they get close to - but you want them protecting other units really because they ARE slow and costly.
The thing is, Musketeers are a stand-alone good-around unit that is not really great at either attacking or defending. The Halberdier is more specialized: great at defending, not as good at attacking, so you should use it in conjunction with ranged units (Skirms and Artillery) that do damage at range, mitigating its main shortcoming. Defense is where it really shines.
