Many of Russia's "better" options start around level 10. For instance, the infantry training time cards. Another card is the masons card, which is a "very early" Sevastopol.
Having a level 6 Russian HC, I'm looking forward to getting to level 10.
One card you might really want to consider getting, if you don't have it (and it's a level 1 card), is TEAM Cavalry Scouts (+10%HP for LI, Cav. +4 LOS for LI, Cav) I found it extremely helpful for team games, and still fairly helpful in 1v1.

I think the Russian rush can account for a semi-weak early economy.
Whenever I play, I first try to rush (raid his villagers, destroy barracks, age TCs if Ports) and confine the enemy (usually 2-3 blockhouses work). By denying him hunts, I give myself an advantage. Then I simply boom. That allows for a fairly huge economic advantage, perfect for spamming opris.

Sorry General_II but the "LI" that TEAM Scout Cavalry refers to is coyote runners (and maybe ERK?) and not strelets, skirms or abus who are classed as Ranged Light Infantry (RLI). Did you have any other upgrade card on your strelets to improve them?
I have a level 24 Russian civ (so close to the god cards..) and i do pretty much what you described with the harass while booming (will be even stronger in in 1.04 whenever it comes out).
At the moment i send 300 wood as first card to give me my first early blockhouse but will switch to distributism soon as i can level my civ.
