Game is not balanced for treaty.
Garrisoned docks do not have a very big attack vs. fishing boats, and if your opponent decides to fish with caravels, it might take a long time for your investment to pay off. Your fishing boats, meanwhile, are idle.
Dunno - if you are absolutely dependent on that extra fishing (Dutch, Iro, Sioux) for coin later in the game, it might be worth it. If you're German and already get 139 effective villager pop, or China with 119, it is probably not worth it.
It's not cheating - it's possible to do this in any normal game without introducing unfair hacks, mods, or handicaps - but it's one of the reasons people say "NO DOCKS/BOATS" and refuse to play on water maps.
(FYI never join a game with gentlemen's agreement Half Map or No Ships, because someone will always break the agreement, it's human nature. :/)
