I noticed they said that when you get to the end of the tech tree, you can research star techs, which are special because they are on all the time. This seems to imply that the earlier techs will be like the home city shipments in AOE3- you have to activate them for them to work
No, once the techs in the techtree are unlocked, you will be able to research them in each quest, random map or what ever. The star techs won't have to be researched, they're active from the beginning of each game. At least that's how I understand it.
