Rushing: If all you do is immediately develop a military force and destroy your opponent, how will this improve the Home City. The game will be short and you will probably not send many resources back from your colony. I think ES has moved to balance the game against rushing when it is first released. It may not be practical to iRush Turtling: If you wall in and gather resources from a limited area, you will never be able to make the alliances necessary to unlock techs available form natives and exploration. Therefore, turtling will not sufficiently advance the Home City either. If you want to have a powerful Home City you will have to engage the map and other players and learn how to play strategically (or learn "strategery" as the President says). In the Home City ES has found a way to make players develop their economy and military equally. If they don't, they will be passed by by those who do.
