I don't think so, even if you work in formations and you are about 50 soldiers in your group, then when you encounter 1 enemy I can tell you that everyone, except the guy has the target infront of him, wouldn't fire at nothing.
And it is, the reason it keeps rotate is that there is the same power from the wind everywhere on the mill, when 2 of the blades dissappear it gets out of balance.
And even if it gains speed when going down, it can never be more power then what required in order to take it up, this would only work if there were no friction in the wind and on the axle.
So you are wrong.
