min req is just the minimum you need to play the game at a crappy detail level with tons of slowdowns, the min req for AOE3 are gonna be the same they are for every other game released at the same timke period, but what they put on the box has very little relation to what it will take to actually play the game smoothly.

when looking at a video card dont jsut think that having 128 megs of video RAM will mean you can paly the game the core speed, RAM speed, and number of pipelines all determine how fast the card runs jsut as much as how much RAM it has (also you have to consider whether it supports the latest DirectX functionality and shader levels). Id suggest just looking at benchmarks of different cards if your trying to find a card thats good for AOE3, since real world performance tells you alot more then any of the number you find on a box.

$500 is more than enough for an Athlon 64 system with 512MB-1GB RAM and a half-decent graphics card.
