You can use custom random maps in multiplayer, but not custom scenarios (what you make with the scenario editor). Random maps are scripts which tell the game how to place terrain and objects and are created using a text editor (e.g. Notepad). You can see the standard random maps in C:\Program Files\Age of Empires 3\RM. Unless you've done some programming, you'll probably have a hard time learning random map scripting at first. If you want to try though, there is some reference material, including a link to a tutorial, here. It's possible that custom scenarios (made using the scenario editor) will be enabled in multiplayer in the future (ES said they hope to do it), but I wouldn't bet on that happening very soon.
