The Dutch will have an advantage and a disadvantage in a revolution. 100 villagers turning into 100 Minutemen is nice and all, but once your resources ran out, all you have is the Factories or fishing boats producing resources.
The Dutch will have only 50 minutemen, but, will have Banks that keep on generating gold! Plus the Factories which can be set on food and fishing boats that remain on "infinite" whales. Thus the Dutch will be able to complement their 50 Minutemen with more regular units, or for longer than other civs that have a revolution.
The civs that'll get screwed in a revolution, though, would be Spanish, French and Russians. French because of an 80 villager limit which translates to 20 less Minutemen. Russia and Spain because of the lack of a second Factory.
