I hope they don't nerf Dutch Halbs. I really, *really* like the interesting game choices Dutch have as far as Halbs go -
High speed, 4 banks, use shipments elsewhere.
High speed, 6 banks, have to use individual +1 bank shipments.
Med speed, 6 banks, use shipments for Church tech + something else.
Med speed and 7 banks... etc.
That sorta thing makes for interesting decisions in-game. Depending on what the Dutch has in his deck, you can try to make decisions. For instance, the last game I had with Dutch, I saw he had the church card but no +1 banks, so I realized I could eventually out-econ him badly. I played for that (I did try to hit earlier, but he turtled, and I decided I didn't have to make a win-or-lose assault early.)
