1) Skirmishers and Archer like units bonuses apply only to Heavy Infantry. Artillery and Cavalry bonuses apply to all kinds of Infantry, while Ranged Cavalry bonuses apply only to Heavy Cavalry. Infantry anti cavalry bonuses (such as pike units) apply to all Cavalry though.
If you have TWC, Jaguar Knights bonuses apply only to Heavy Infantry.
2) Yes, units can miss, but as far as I know, just arches can. With that I say they miss an average of 1 of each 10 shots, so its nothing to care about. I have seem Artillery units miss their target a few times too...
I've never seem a skirmisher unit miss though. I can pretty much say Skirmishers and Musketeer like units always hit their target. Thus, the Jaeger's description is "wrong" - but don't care about it. Most descriptions made by ES are from older versions than the game one when it was released, so some have absurd mistakes.
3) Vs Grenadiers yes, vs Abus, no.
Grenadiers are Heavy Infantry. Abus not, but still Infantry. Grenadiers (and Abus, if you don't have TWC) are also classified as Siege Troops, so a few other units (such as defensive buildings, Oprichiniks and Minutemen) do have multipliers against them.
A bit complicated, I know.
