The issue is not being able to not build enough wagons, but that they take up too much population space. If you max out with wagons and villagers, that's 140 pop space. So that's only 60 pop left for military... Aka 30 war wagons or 12 horse cannons.
So, reducing the pop needs to come before allowing more settler wagons.

i like the idea of the wagons gathering faster. i suppose the argument against this would be that if you have 10 wagons on a farm, it 'saves' you 400 wood to build a 2nd farm. yeah the 1000 wood i spent on wagons really saved me 400 or 800.
when do you send germantown farmers anyways? in team games i try to send it 1st in age 3 but i am starting to wonder if i wouldnt be better off getting up more tcs 1st rather than building mills to wagon boom.

Perhaps i am the only level 84 german player that feels that their LATE GAME IS FINE! they have the strongest late game eco in the game if you know how to use it. And perhaps i am also the only german player who who has trouble in early game. How many times when you are playing german do you hit age 4 and then prior run out of resources before your opponent? (im assuming very few) ok now how many times do you hit age 4 (im assuming also few). I feel the problem is early game military is weak.

I think the biggest problem with Germany's population is that at 200 population, they can't ship anything due to the Uhlans. I can understand not being able to ship units, but not being able to ship things such as factories, upgrade cards, etc. is very dissapointing.

In a - what - 30 min treaty game? Otherwise it would be a something of a miracle if you hit pop cap 200 and stay there for long ;-)
The solution for that prob is fighting. And you are usually forced to in AOE3, I hear.
