British get free villagers because every civ gets an economic boost. We thought that spawning villagers from houses would be cool for two reasons:
1) it sort of historically mimics the fact that the British managed to build up colonies "on the spot" without proper support from Europe.
2) it makes the British do something DIFFERENT in the early game, which we think is fun. Players new to the British have to experiment. It would be boring if all the nations were the same at the start (like they sort of are in AoE and AoK). We really wanted to give players unique experiences from the start. That's why so many Age III nations are weird early on. Plus we like the fact that the British free villagers is unimportant in the late game.
