Nah thats only for civs like India and France that fur trade.
Brit dont have a late trade like fur trade so they can and SHOULD make army in a good amount of time to spare so you can get your army set up in the spot it should fight.
My British army almost always consists of 6-8 culverins, 6-8 Rockets, 20-25 musketeers, 26 skirmishers from church, 8 highlanders from church, 18 Minutemen from TC's.
Only reason i would ever make an army late with brits is because i was waiting to get a glimpse of my opponents starting army, so i could better counter it.
Making an army late just leaves you unprepared and vulnerable, prone to losing map control right away. Making your army early, setting up your fighting position (almost all maps have crucial tactical positions that when controlled, wins you the game. You almost always want to place your starting army at these crucial tactical positions), and spreading out scouts and fb vils along the half map line will have you prepared and ready to take map control right away.
