Mildly poking around Scenario Editor. Wanted to see how the AI handled the Knights of St John, what units it used, and so on.

You can't edit the home cities of the Campaign factions via the Home City Editor. They're not in the list. So regardless of scenario, they'd be stuck at Level 10.

It's also not clear to me how to enable their Home City so they can get shipments.

The "home city editor" isn't functional.

You must use files named homecity_xxx.xml. Set the level and points to 131, respec to 0 and deck ID to >= 1.
Then the AI can create decks.
