As soon as the scenario starts, queue a couple of villagers, start claiming the nearby treasures and build another town center. A good site is south of the nearby Bhakti temple. That town center will give you access to the nearby hunts and an additional mine. Move most of your villagers on wood to maintain a constant villager production. Your aim is to build a powerful economy in this scenario. As your first shipment, you should send wood, if you have it in your deck.
Go take out the enemy trading post to the west. There are some units guarding it, but you can take out two of them using your heroes' special abilities. When the trading post is destroyed, you can claim it. Some enemy units may come to bother you, but nothing too drastic. Go west with one unit to claim a nearby barracks and the ability to train Arsonists. Building a sacred field for generating more XP is not a bad idea, since there are plenty of herdable animals around. Gold and food will run out at some point, so be prepared to build some rice paddies.
Soon enough, Colonel Edwardson will taunt you and you're informed of what kind of units he'll be attacking you next. He will use a lot of cavalry, so research the sepoy upgrade, send some sepoys and build some more. Build a castle as well to help in defense. When he attacks, put some sepoys to melee mode and issue the fire command. You should be able to deal with them rather easily. If you have the time, use the heroes' special abilities to take out some of his cavalry.
The next wave will consist of longbows, some artillery and cavalry. To counter that, you should build a caravanserai, train Sowars and upgrade them. If you have cavalry shipments, now would be a good time to get them. The enemy may raid in the west with some musketeers, so garrison your villagers in case they are in danger while your army goes to take care of them. When the enemy attacks, have your remaining sepoys behind your cavalry to block their cavalry and your cavalry/elephants ready to charge the longbows.
The third and last attack wave will have musketeers and rockets, with some cavalry too. Upgrade your gurkhas and start training them. You should also have some cavalry to take out the artillery, hopefully still alive from the previous attack. A siege elephant may be a good investment to assist in destroying the rockets, but it's not necessary. In the meantime, you can build a trading post at the Bhakti temple for some extra upgrades. Once you've fought off the wave, you should be getting to industrial age rather soon. Karni Mata is a very good choice now to build near your rice paddies.
Your first objective after getting to industrial age should be getting a solid army an even more solid economy. Build siege elephants so that you can kill the enemy cannons, sepoys for enemy cavalry and gurkhas for the musketeers. Also remember to upgrade them. The enemy will attack from both east and west, so have units at both locations. The enemy will reach imperial age rather soon, so you should be doing the same as soon as you have the chance. So far you haven't used the consulate, so pick whichever nation you like and get reinforcements, if necessary.
Start pushing in west and take out his saltpeter sites, while building your own at their places. An army consisting of sepoys and gurkhas with 2-3 siege elephants to back them up is enough to take out anything they can throw at you. Don't neglect your base defense, but generally you don't have to do much there. Keep pouring in units, be sure to upgrade both them and your economy, especially when you get to imperial age. The imperial age upgrades may cost a lot, but they're extremely powerful.
Don't stray too close to the fortifications, you should be able to take out his economy by staying at the outskirts. The fixed guns are powerful and can take out a lot of units if you're not careful. The fort may look to have strong fortifications, but it's actually very weak at the back.
Generally taking the sea is troublesome, but it has its advantages: once you breach the wall, the enemy will get massive reinforcements at the sea unless you've taken out the enemy docks and will land near your base. You can either decide to deal with them or just have your siege elephants take out the command post to win the scenario and finish the campaign.
In case you want to take the sea, a good idea is to have some siege elephants taking out enemy boats until you get your docks up. You can also build a castle or two nearby. Once you have the docks, build some frigates and research armor plating. Get some caravels for support, too. If you want, you can try to achieve the secondary objectives as well, but it's not necessary.
