Portugal might have been a haven for minorities in WW2, but Salazar's regime was still was ultra-nationalist, deeply religous and anti-communist. It also didn't tolerate any autonomy for it's African colonies, and there's a bit (if not a lot) of racism in that. As was mentionned earlier they had political motives to appear not too racist and nationalist, and that was to keep their colonies.
