The 88mm flak was in fact rarely used in WW II. Partially because the cost of production was too high, and partially because the strategy for anti-tank involved being the first to fire. The 88 was too large to reasonably hide effectively, and it was too slow to out flank enemy tanks. Still, it did pack a punch if it hit. As for Rommel, I'm not sure how he used those things.
