These are several small homecities and Level 131 Homecities for Single Player Custom Scenarios.
Each has several decks to choose from (4 for smaller, 5 for larger).

HC Custom Campaign goes into Campaign:
Program Files (86x) - Steam - steamapps - common - Age of Empires 3 - bin - Campaign
Includes from 206 to 2022 earlier Homecities, and from 2023 - 2041 Level 131 Homecities
for Single Player, with 5 Decks each. This is used as a rubric for future designers,
so that they might use these decks for scenarios and my AI as an opponent.
I have put most or not all of the cards in the 131 Decks pre-researched,
so that you do not have to spend time if you edit them to enable new cards
for the civilizations, as they have access to every card available for that civilization.
My hope here is to let other designers use this as a base for building their scenarios,
and then edit what they want for their specific deck.
To get to work in a scenario, select your civilization, then hit "Reset HC",
then "Select HC", and pick your one from HomecityAct1_03P_2023 Ch 131 (Chinese Lvl 131),
to HomecityAct1_03P_2029 Br 131 (British Lvl 131), to HomecityAct1_03P_2041 Pi 131 (Pirates Lvl 131).
The names of the faction are abbreviated in the text after their number, and before 131.
SPCAct1-3, Circle, Pirate goes into data:
Program Files (86x) - Steam - steamapps - common - Age of Empires 3 - bin - data
This will allow you the new cards for these 5 civilizations;
remember to install Gates for the AI + Proto Mod for access to the new civilizations.
Native American goes into data as well:
